The City of Keene is seeking proposals from qualified consulting firms to perform a comprehensive, department-wide review of the Public Works Department operations, and to facilitate the development of a long-term strategic plan. The selected consultant will review existing City plans and policies, assess current department operations, benchmark Keene’s practices and performance against comparable municipalities, and develop a practical implementation roadmap to guide departmental priorities, service delivery, organizational development, and public engagement over approximately the next ten years. The City intends for this effort to build upon the significant work already completed in asset management and capital planning by creating a broader strategic framework for department operations, workforce planning, performance measurement, and alignment with City Council goals.
